There was a set for men and one for women. They tell your fortune. I am one that says "Your hand says that you have a manly and courageous nature, and active mind and much tact...... You will probably marry early and enjoy a happily wedded life. These were found in original bundles with exhibit supply packaging in storage at an old amusement park up in the northeast. Based on the packaging, I would say these are from around the 1980s

#CS180 - Unusual Jeweled Jac-O-Net Hair Net
Vintage 6 1/2" wide package with jeweled hairnet inside. The hairnet is strung with lots of tiny brightly colored beads. They are handmade, and I'm sure it took a long time to string all those beads on the hairnet. I got them out of that old distributorship in the Boston area we've been telling you about. They had been sitting there since the 1950s. The store owner told me that they were really hot sellers back in the day and that they commanded a premium price. They say "Hand Made" "accents your hair with touches of beauty" "enchanting by day bewitching by night". We have never seen anything like these before.
