These went on glass jars with toy bubble solution. Says "Dip the wand into the dancing bubble solution and drag Wave Wand through the air or blow gently to produce a stream of fascinating dancing bubbles". These are old circa 1920s labels from the Diamond Ink Co. in Milwaukee, WI. My bet is that the Wave Wand was an old tin wood handled loop.
