Massillon, Ohio. Someone meticulously removed the matches a long time ago. You will have a tough time trying to find a match cover in better condition. They came from the estate of the late Larry "The Bottleman" Johnson, who was a friend. Larry was a picker his whole life, and he will be missed by the antique community.
